The implementation is the Perl Script From Hell, with a supporting cast of the Flex Program From Hell, and a whole bunch of exceedingly useful programs written by other people, mainly the GNU Info/Texinfo-related programs and `tgrind' (by Van Jacobsen). [We can pass along the source to all of these programs.]
