[34] Maximum number of equal characters in different section names?

FWEB may have problems distinguishing section names, if one of them is an exact subset of a longer name rather than a length.

This is a bug in the mind of some, but it may as well be regarded a good feature as it should be a warning that poor choices of names has happened.
