Yes. It is known to compile with MicroSoft C 6.00 and Turbo C.

On LitProg, Tero Laakkonen <laakkonen@cc.helsinki.fi> reported
that FWEB also compiles under linux-096c with gcc-2.2.2 on a
80386.
